Morocco and the African Development Bank launch a results-based programme to boost entrepreneurship and promote job creation
The PAFE-Emplois was officially launched on 26 January 2026 in Rabat, in the presence of representatives of the African Development Bank Group, national institutions, technical and financial partners, and the implementation teams. The programme aims to strengthen access to finance and support services for entrepreneurs, stimulate inclusive initiatives led by micro, small and medium-sized enterprises (MSMEs), and promote employment through innovative, results-oriented approaches.
The Employment Advice and Innovation (EInA) platform team played an active role in the design of PAFE-Emplois. In particular, it produced several key analytical studies, including Morocco’s entrepreneurial profile, which provided an in-depth diagnostic of the national entrepreneurial ecosystem and identified key public policy implications. These analytical contributions informed strategic reflections on the policy levers needed to enhance entrepreneurial dynamism and improve access to finance across the Kingdom.
PAFE-Emplois is aligned with Morocco’s National Employment Roadmap and the National Financial Inclusion Strategy. The programme also benefits from a grant under the Affirmative Finance Action for Women in Africa (AFAWA) initiative, supported by the Women Entrepreneurs Finance Initiative (We-Fi), aimed at supporting women entrepreneurs in the preparation and implementation of their business projects.
This results-based financing operation is expected to transform entrepreneurial potential into tangible economic and employment outcomes. The programme marks a new milestone in the long-standing partnership between Morocco and the African Development Bank, which has supported the country’s structural reforms and investments for more than four decades.
