Vision / Strategy

EInA identifies three primary challenges in promoting entrepreneurship, conceptualized as the 3S:

(i) Scalability: Programs often do not reach a scale sufficient to have a significant impact on job creation.

(ii) Sustainability: Public resources are limited and struggle to mobilize the private sector to support MSMEs and ensure the financial viability of various programs.

(iii) Selectivity: These programs often face difficulties in distinguishing between different types of entrepreneur profiles and tailoring support services to their specific needs.

To address these 3S challenges, EInA collaborates daily with the three countries, the Bank, other development partners, the private sector, and other ecosystem actors across four pillars:

  1. Diagnostics of the ecosystem, policies, and entrepreneurial programs: This pillar produces data, policy briefs, and analytical reports that serve as a basis for dialogue with stakeholders and inform various strategic documents.
  2. Operational innovations in public initiatives promoting entrepreneurship: Seven innovations have been recognized by the three countries and included in the Rabat Call. These are concrete responses to issues identified in the previous pillar, and their adoption by the countries will enable greater creation of quality jobs. EInA has already drafted concept notes on two innovations: (i) the impact investment fund for entrepreneurship and employment; and (ii) mechanisms for outsourcing entrepreneurship support services through public-private partnerships; (iii) as well as the implementation of statistical profiling systems for entrepreneurs.
  3. Advice through technical assistance in designing policies and programs led by governments and AfDB operations: This involves direct contribution to design and implementation efforts, capacity building for various actors, and organizing high-level internal and external dialogue events.
  4. Partnership with various actors to coordinate and scale up support for entrepreneurship: Recently, EInA has: (i) established the joint AfDB/EBRD Task Force for entrepreneurship and MSMEs for employment; (ii) mobilized co-financing from AfDB/EBRD/UK Embassy/ILO for the study of Tunisia's entrepreneurial profile; and (iv) formed several partnerships with the academic sector (UM6P, Policy Center, Arab Institute of Business Leaders, etc.) and the private sector to support public decision-making.
