A French-Moroccan national, Ms. Loubna BOURKANE LY is a development economist with 17 years of professional experience. She joined the Bank as a Young Professional in December 2010.
She has since pursued her career within the Human Development Department, working across several sectors - including education, social protection, and employment - in various countries across North and West Africa such as Mauritania, Morocco, Tunisia, Côte d’Ivoire, Togo, Senegal, Cape Verde, and Guinea-Bissau. She has led operations using a wide range of financing instruments, including investment projects, budget support, results-based financing (RBF), and trust funds.
Loubna has contributed to the design and successful implementation of several flagship operations such as PAFE in Morocco, PAEIJ-SP in Togo, Souk At-Tanmia in North Africa, and, more recently, she designed Tunisia’s first Results-Based Financing project, CAP Emploi, which was highly commended by the Board of Directors in July 2024.
She also developed and currently leads the EInA Platform, a regional E-Lab that conducts a series of flagship studies feeding into the Bank’s Country Strategy Papers (CSPs/RISPs) and operations. Among these are the entrepreneurial profiles of Morocco and Tunisia, an SME survey in Tunisia, and a strategic policy note on employment in Morocco.
In 2024, Loubna was selected to participate in the first cohort of the “Women Leadership Journey” program.
She began her career at the French Development Agency (AFD), where she managed projects in the social and local development sectors from 2008 to 2010. Loubna holds a Master’s degree in Economic Development and a Master’s in Economic Policy Analysis and Project Management from the University of Clermont-Ferrand (CERDI – Center for Studies and Research on International Development).
